Global Stocktake: African climate negotiators seek balanced approach

The African Group of Negotiators on Climate Change (AGN) has asked for a balanced approach by removing what it considers an inherent bias for mitigation at the expense of adaptation ahead of the final stage of the Global Stocktake (GST) later this year.

Ephraim Mwepya Shitima, the chair of the AGN, said during the Heads of Delegation Meeting that it was important to address key aspects of the desired GST outcome across the various thematic areas and to correct the inherent bias in favour of mitigation.

In his words, “Firstly, the outcome ought to be comprehensive, balanced and facilitate progress across all the thematic areas, and respect the priority issues of all Parties and stakeholders.

“The inherent bias in favour of mitigation ought to be rectified while the needs of adaptation and recognition of adaptation actions as part of the contribution of Parties towards the global effort should be accorded sufficient attention.”

He also said that it was important to give the need for adaptation and the recognition of adaptation actions as a part of the contribution of Parties to the global effort enough attention.

The virtual Heads of Delegation Meeting took place on March 9, 2023.

The Global Stocktake, as described in Article 14 of the Paris Agreement, is a procedure for evaluating the Paris Agreement’s implementation with the aim of determining the global community’s progress toward fulfilling the agreement’s purpose and its long-term goals.
